c46eeae2a8 Add a function to match a 2 element vector of uint16_t and use it in h263 and svq1

f34121f351 Replace CONFIG_ANY_H263_ENCODER definition by CONFIG_H263_ENCODER. 
CONFIG_ANY_H263_ENCODER is just a logical OR of H.263 family definitions,
for which the build system enables CONFIG_H263_ENCODER anyway.

2ba8301769 Mark all pix_fmts and supported_framerates compound literals as const. 
Makes no difference for gcc but at least icc can put them in .rodata then.

735e36a3e4 Do not redundantly check for preprocessor definitions of CONFIG_RV10_ENCODER or 
CONFIG_RV20_ENCODER when also checking for CONFIG_H263_ENCODER.
The RV10/RV20 encoders depend on the H.263 encoder.

bad5537e2c Use full internal pathname in doxygen @file directives. 
Otherwise doxygen complains about ambiguous filenames when files exist

3bff4d8b7a Implement the fields rc_max_available_vbv_use and 
rc_min_vbv_overflow_use in AVCodecContext, and use their values in the
ratecontrol code rather than hardcoded ones.
