5455384219 mpegvideo_enc: force encoding delay of at least 1 frame when low_delay=0 
This allows the following commit to extrapolate better dts for the first
frame. Pts difference between the first two frames is reused as the
difference between pts and dts of the first frame.

881a5e047d mpegenc: use avctx->slices as number of slices 
Adds a new member to MpegEncContext to hold the number of used slice
contexts. Fixes segfaults with '-threads 17 -thread_type slice' and
fate-vsynth{1,2}-mpeg{2,4}thread{,_ilace} with --disable-pthreads.

657ccb5ac7 Eliminate FF_COMMON_FRAME macro. 
FF_COMMON_FRAME holds the contents of the AVFrame structure and is also copied
to struct Picture.  Replace by an embedded AVFrame structure in struct Picture.

83a8b3002f mpegvideoenc: fix multislice fate tests with threading disabled. 
The MPEG encoding code assumes that n_threads == n_slices, and thus it
should use n_slices even if threading itself is disabled.
